TSOUCALAS, Judge:

This case arises from the final administrative review determination of the International Trade Administration, United States Department of Commerce (“Commerce”), regarding ball bearings, cylindrical roller bearings and spherical plain bearings (collectively “antifriction bearings” or “AFBs”) and parts thereof from Japan.
