In this appeal, we revisit the provisions of the Oakland City Charter that determine how retirement benefits are calculated for members of the Oakland Police and Fire Retirement System (PFRS). The Retired Oakland Police Officers Association, along with several PFRS members and beneficiaries (collectively, the Association), appeal from a judgment granting a peremptory writ of mandate and declaratory relief in favor of the City of Oakland (City).
