Upon rehearing of this case, we adopt our prior opinion with certain minor modifications, as follows :

This is a petition for a writ of prohibition, to restrain the respondent District Court of Appeal from talcing any steps toward the enforcement of a writ of mandate and temporary restraining order heretofore issued by that court and directed against the California Employment Commission.
