In December, 1909, the city of Norman by its mayor and council passed a preliminary resolution declaring it necessary to grade, pave, macadamize, and otherwise improve eei tain streets and alleys therein designated as Street Improvement District No. 3. Necessary plans, maps, and profiles were prepared by the city engineer and filed in the office of the city clerk, who was directed to advertise for bids for the work and material necessary for the contemplated improvements.
