The plaintiff, Roncari Industries, Inc., appeals from the judgment of the trial court dismissing its appeal from the decision of the named defendant, the planning and zoning commission of the town of Windsor Locks (commission), granting the application of the defendant Frank Bauchiero, Jr., to amend the zoning regulations to allow for valet parking in certain business zones along Route 75 in Windsor Locks by special permit (zoning amendment).
