The appellant, Garrett V. Hayre, appeals from a June 1995 decision of the Board of Veterans’ Appeals (BVA or Board) which determined that clear and unmistakable error (CUE) did not exist in a November 1972 VA regional office (VARO) decision. In December 1997, this Court affirmed the Board’s decision.
