On July 7, 1997, the Board of Veterans Appeals (Board or BVA) determined that a January 1984 regional office (RO) rating decision, which granted service connection for post-traumatic stress disorder (PTSD) and assigned a 70% rating for that condition effective from September 1982, did not contain clear and unmistakable error (CUE) for failing to apply the provisions of 38 C.F.R. § 3.340 regarding entitlement to a total disability based on individual unem-ployability (TDIU).
