Richard S. Higgins (employee) injured his back while working for the school department of Maynard. The employee filed a workers’ compensation claim with the Department of Industrial Accidents (department). In connection with that claim, the self-insurer, Massachusetts Education and Government Association (self-insurer), requested that the employee submit to a medical examination pursuant to G. L. c. 152, § 45.
