The juvenile is in a secure facility (Butler Center) run by the Department of Youth Services (department). Although he is over eighteen, he is in the department’s custody because a jury of six determined that if discharged from the department he “would be physically dangerous to the public because of his mental disorder or abnormality.” See G. L. c. 120, §§ 16-20 (1984 ed.).
