Before the Court are the Government’s Motion to Reconsider the Court’s Order Striking the Second Amended Death Notice and Applying Confrontation Clause Throughout the Penalty Phase, and Richard Thomas Stitt’s (“Defendant”) Motion to Strike Aggravating Factors (of the Original Notice of Intent to Seek the Death Penalty).
