EDMONDSON, Circuit Judge:

Norman L. Clark appeals the dismissal of his in forma pauperis (IFP) section 1983 suit against the Georgia Pardons and Paroles Board and individual members of that Board (“Board” or “defendants”). Clark’s suit asked for a declaratory judgment that defendants had violated his constitutional rights, for compensatory and punitive damages, for trial by jury, and for other and further relief as might be just and proper. The district court dismissed the suit, finding the claims “frivolous” under 28 U.S. C.A. § 1915(d). Because we conclude that Clark’s section 1983 suit was…
