TJOFLAT, Circuit Judge:
Tracy Anthony Miller is an inmate in the Georgia prison system. He is a frequent litigant, as plaintiff, in the federal courts in Georgia. Since 1992, proceeding pro se and in forma pauperis, he has filed at least thirty cases in district court and has taken nearly as many appeals to this court. The defendants in these cases are, for the most part, officials of the Georgia Department of Correction.
