Respondents applied to the United States court for the southern district of. Texas to obtain a writ of mandamus 1 commanding petitioners to transport certain traffic and to furnish and continue for all time to furnish cars for transportation of freight between the Port of Brownsville, Texas, and Matamoros, Mexico.
