POGUE, Judge.

This is the court’s second opinion in this matter reviewing whether Commerce’s selection of the invoice date as the date of sale, for purposes of calculating an anti-dumping duty, was supported by the administrative record. Following the court’s previous decision, Nakornthai Strip Mill Pub. Co. v.
