Defendants appeal from an order of the United States District Court for the Southern District of New York (Sotomayor, /.) granting plaintiffs motion for a preliminary injunction.

Under the New York City Charter, a bidder for a City contract must clear two hurdles. First, the bid must be “the most advantageous to the city,” taking into consideration a variety of factors, including price. N.Y. City Charter § 319.
