WEXLER, District Judge.
Plaintiff Michele Puckett, (“Plaintiff’), a homeowner in the Village of Sea Cliff, New York, brings this civil rights action alleging that Defendants’ issuance of a building permit allowing for construction of houses that block Plaintiffs previously unrestricted water view violates the Constitution. Plaintiff alleges violation of her Fourteenth Amendment Equal Protection, Procedural and Substantive Due Process rights, and her rights pursuant to the First Amendment.
