MEMORANDUM OPINION
LAMBERTH, District Judge.
This matter comes before the court on plaintiffs motion for leave to amend his complaint and defendants’ motions to dismiss plaintiffs First Amended Complaint (“Complaint”) for failure to state a claim upon which relief can be granted, pursuant to Rule 12(b)(6) of the Federal Rules of Civil Procedure. Upon consideration of the filings of counsel and the relevant law, plaintiffs motion for leave to amend is denied, and defendants’ motions to dismiss will be granted in part and denied in part in accordance with this memorandum opinion.
