Plaintiffs, the Humane Society of the United States (“Humane Society”), Harvey Dillenburg, and the Iowa Citizens for Community Improvement (“ICCI”), have brought this suit against Tom Vilsack, the Secretary of the United States Department of Agriculture (“USDA”) under the Administrative Procedure Act (“APA”), 5 U.S.C. § 706 (2012).
