**416 In this attorney disciplinary matter, a hearing panel of the Commission on Lawyer Conduct (Panel) issued a report recommending that Respondent Joel F. Geer be disbarred; that he be ordered to pay the costs of the disciplinary proceedings; and that he be ordered to pay restitution. Neither the Office of Disciplinary Counsel (ODC) nor Respondent took exception to the Panel's report. For the reasons that follow, we find the appropriate sanction is a three-year definite suspension and the payment of costs of the disciplinary proceedings.
