Two questions are presented for determination upon this appeal. They are:

First: Is an illegitimate minor child living with her father a dependent under the Workmen’s Compensation Act, notwithstanding the absence of a legal marriage between her parents ?

Second: Where the consular officer of the country in which alien dependents reside, files with the Industrial Commission an application for death benefits on behalf of a purported widow within two years after the date of a deceased’s fatal injury, the application alleging that no child survived the deceased, has the commission jurisdiction to…
