Plaintiff IKEA Supply AG (“IKEA”) challenges a decision by the U.S. Department of Commerce (“Commerce”) interpreting the scopes of two antidumping and countervailing duty orders (the “Orders,” which state their scopes in essentially identical terms) to include towel racks that IKEA imported.
