INTRODUCTION
Plaintiff, Carolina Hess (“Hess”), filed this action on November 1, 2000, alleging that her former employer, Multnomah County, and her former supervisor, Bonnie Teschner (“Teschner”), constructively terminated her because she is Hispanic and female. The Second Claim for Relief alleging gender discrimination has been dismissed (docket # 23).
