¶ 1 Defendant/Appellant, Oklahoma Department of Public Safety (DPS), appeals from the trial court’s order requiring that DPS allow PlaintiffiAppellee, David Tull, to apply for an Oklahoma driver’s license. DPS maintains Tull is ineligible to apply for an Oklahoma driver’s license pursuant to 47 O.S.Supp.2006 § 6-103(A)(3) because his driving privileges have been permanently revoked by the State of Florida.
