ROSSANESE, S.J.,
Biyan Keith Roop appealed to this court from the refusal of PennDOT to issue a license to operate a motor vehicle. His operating privileges had been revoked by PennDOT in February 1992 for three convictions of driving under the influence and two of driving under suspension between 1988 and 1990. He moved to Florida in 1992, and, while licensed there, he was convicted at least two more times of operating under the influence. As a result, his Florida operating privileges were permanently revoked under the laws of that state.
