OPINION

BUSH, Judge.

This is a post-award bid protest in which plaintiffs, North Carolina Division of Services for the Blind (NCDSB) and Timothy M. Jones, seek a declaratory judgment that the Randolph-Sheppard Act (Act), 20 U.S.C. §§ 107 et seq., applies to the United States Department of the Army’s (Army) contract for full food and dining facility attendant services at Fort Bragg, North Carolina. Plaintiffs also seek permanent injunctive relief: (1) enjoining the Army from exercising any options under the contract and from soliciting a new contract without applying the Randolph-Sheppard Act to…
