The action at bar is a post-award bid protest of the second award made pursuant to solicitation NAMA-03-R-0009, issued by the defendant, National Archives and Records Administration (NARA), for consolidated facilities management services at NARA’s facilities in Washington, DC (Archives I), and College Park, MD (Archives II).
