On the 27th day of March, 1867, the legislature of this state passed an act purporting to authorize and empower the governor to seize and take possession of any land, not exceeding one hundred and sixty acres, within the state, for the purpose of conveying the same to the United States, for the erection and maintenance of light-houses thereon.
