Plaintiff, a prisoner currently incarcerated at the United States Penitentiary in Atwater, California, seeks to hold the District of Columbia liable under 42 U.S.C. § 1983 for the alleged actions of a former officer of the Metropolitan Police Department, Detective John Burke, whom plaintiff holds responsible for his arrest for rape in 1989.
