In June 2012, the parties consented to my deciding summary judgment motions concerning whether defendants the City of New York (the “City”), New York City Human Resources Administration (“HRA”), and Verna Eggleston as HRA Commissioner (together, “City Defendants”) are plaintiffs’ joint employer.
