This matter is before the Court on the defendants’ motion to dismiss or, in the alternative, for summary judgment. The plaintiffs are Toledo R. Kelley and Anthony Conrad, two former police officers whose employment with the District of Columbia Metropolitan Police Department (“MPD”) was terminated. They bring suit against the District of Columbia, Chief of Police Cathy Lanier, and the former Attorney General of the District of Columbia, Peter Nickles.
