The appellant, veteran Joseph A. Fender-son, appeals through counsel an April 3, 1996, decision of the Board of Veterans’ Appeals (Board or BVA) denying his claims for service connection for a back disorder, a psychiatric disorder, and arthritis of the left thumb, right index finger, both elbows, and right shoulder; the decision also denied an increased rating for service-connected hypertension, left-foot plantar fasciitis, and migraine headaches and granted an increased rating for left testicular atrophy.
