MANKIN, Associate Judge:
Appellant, Emilio C. Manió, has repeatedly sought disability compensation for pyorrhea and resulting tooth loss. The denial of appellant’s claim for service connection was initially upheld by the Board of Veterans’ Appeals (BVA) in a January 27, 1988, decision. Following his submission of new evidence, appellant’s claim was reopened but the denial of service connection was again affirmed in a November 14, 1988, decision by the BVA. Subsequently, appellant submitted the medical opinion of Dr. Déla Pena as a new evidentiary basis upon which to reopen his claim. The BVA,…
