MEMORANDUM OPINION AND ORDER

PALLMEYER, District Judge.

Massimo Fabri, a citizen and resident of Italy, asks this court to order his estranged wife, Lesley Pritikin-Fabri, to return their daughter Arianna to Italy, where the child has lived since her birth on November 26, 1991. Petitioner invokes the 1980 Hague Convention on the Civil Aspects of International Child Abduction, 19 I.L.M. 1501, 51 Fed.Reg. 10498 (the “Convention”) and the International Child Abduction Remedies Act, 42 U.S.C. § 11601 et seq.
