I. INTRODUCTION

This case involves the alleged wrongful removal of one minor child, O.C. P., from Paraguay, pursuant to the Hague Convention on the Civil Aspects of International Child Abduction (the “Convention”)1 and the International Child Abduction Remedies Act (“ICARA”), 22 U.S.C. § 9003 et seq. More specifically, the petitioner, Sebastian C.
