In 2006, Mark Sawyer and four co-defendants formed A&E Salvage and purchased the salvage rights to a former industrial site in eastern Tennessee in order to demolish the buildings on site and obtain salvageable material. Despite the presence of large amounts of regulated asbestos-containing material (RACM), A&E Salvage knowingly failed to comply with the National Emission Standards for Hazardous Air Pollutants (NESHAP) for asbestos.
