MEMORANDUM OPINION AND ORDER

Plaintiff, Brent Trebor Gordon, brings this action against defendants, the City of Houston, Texas, and Mayor Annise Parker •in her official capacity, for violation of rights protected by the First and Fourteenth Amendments of the United States Constitution.
