In Chicago City Railway Co. v. People, 73 Ill. 541, it was held that a municipal corporation cannot grant a franchise; that an ordinance similar in principle to .the ordinance of 1887 here involved does not grant a franchise, but a mere license; that it does not grant any special privileges which would prevent a like grant to any other company possessed of like powers; and that such an ordinance does not violate the Constitution.
