OPINION

KAPLAN, District Judge.

Plaintiffs are owners of a houseboat docked at the 79th Street Boat Basin located in the Hudson River at 79th Street in Manhattan’s Riverside Park. The Boat Basin is managed and operated by the New York City Department of Parks and Recreation (“Department of Parks”). The only claim pressed by plaintiffs in opposition to the defendants’ motion for summary judgment is that the City’s refusal to offer them a new dockage permit for their houseboat violated then-right to due process under 42 U.S.C. § 1983, the Fifth and Fourteenth Amendments to the United States…
