Plaintiff Kevin Harford commenced the instant litigation against defendants asserting claims pursuant to 42 U.S.C. § 1983 for alleged violations of his constitutional rights under the First, Fourth and Fourteenth Amendments, and common law claims for false arrest, malicious prosecution, negligence, the intentional infliction of emotional distress, and the intentional interference with contract.
