PSSU, Local 668 of SEIU, AFL-CIO (Union) appeals from the final order of the Pennsylvania Labor Relations Board (Board) dismissing its exceptions to the proposed decision and order of a Hearing Examiner, and making the proposed decision and order absolute and final. In the proposed decision and order, the Hearing Examiner concluded that the Commonwealth of Pennsylvania (Employer) did not engage in unfair labor practices as prohibited by sections 1201(a)(1), (3), (5), (7) and (9) of the Public Employe Relations Act (PERA)1 by unilaterally withdrawing its recognition of the Union…
