The Conference of Pennsylvania College Police Lodges of the Fraternal Order of Police (FOP) appeals from a final order of the Pennsylvania Labor Relations Board *1235(PLRB) affirming a hearing officer’s proposed decision and order to dismiss the FOP’s petition (Petition) to represent campus police officers employed by the State System of Higher Education (SSHE) for purposes of collective bargaining under the Policemen and Firemen Collective Bargaining Act (Act 111).1 These employees currently are represented by locals of the International Union, United Plant Guard Workers of…
