This case brings before us questions with respect to the Ohio implied consent statute, Section 4511.-191, Eevised Code. That statute provides, in part, that:
“(A) Any person who operates a motor vehicle upon the public highways in this state shall he deemed to have *41given consent to a chemical test or tests of his blood, breath, or nrine for the purpose of determining the alcoholic content of his blood if arrested for the offense of driving while under the influence of alcohol.
