“Your petitioner was and is a Federal Reserve Bank created by and having the powers set forth in a certain act of Congress known as the Federal Reserve act (U. S. Comp. St. Ann. Supp. 1923, §9745a) and having its principal place of business in the city of Richmond, Va.
