OPINION

CRIPPEN, Judge.

Appellant challenges the trial court’s determination that respondent William Holmes is not the “head of a department” and is therefore entitled to protection under the Veterans Preference Act. We affirm.

FACTS

Respondent William Holmes was fired from his job as Zoning Administrator, Agricultural Inspector, and Civil Defense Director for appellant Board of Commissioners of Wabasha County.
