This proceeding was instituted in the County Court of Malheur County for the purpose of organizing an irrigation district under the provisions of Chap. 357, Laws of 1917 (Sections 7305-7344, Or. L.). The appellant, Pacific Livestock Company, a corporation, prosecutes this appeal from a judgment of the Circuit Court, affirming an order of the County Court, establishing and defining the boundaries of the proposed irrigation district, designating the name of such district as the “Harper Irrigation District,” and establishing an election precinct therein.
