Estanislao Vargas (Vargas) appeals the findings of the Industrial Commission in a worker’s compensation ease.

BACKGROUND AND PRIOR PROCEEDINGS

Vargas was bom in Mexico in 1949 and attended school there through the sixth grade. He could not continue with school because there were no schools in his town beyond the primary level. Vargas served in the military from about age 17 to age 20, where he learned to care for horses.
