Jeffrey S. Rhoads appeals from an order of the Court of Common Pleas of Allegheny County that affirmed a decision of the Zoning Hearing Board (Board) of the Borough of Sewickley (Borough) granting variances to the Antioch Baptist Church (Antioch).
