The Fort Ord Reuse Authority (FORA) challenges an environmental impact report (FIR) prepared by the Board of Tmstees of the California State University (Trustees). The FIR concerns the Trustees’ plan to expand a small campus into a major institution that will enroll 25,000 students. The planned expansion will have significant effects on the physical environment throughout Fort Ord, the former Army base on which the campus is located.
