The City of San Antonio appeals a judgment rendered in favor of Fred “A.L.” Do-mingues in Domingues’s suit against the City under the Texas Whistle Blower Act. The City raises five points of error, alleging that Domingues’s claims are barred by collateral estoppel and his failure to exhaust administrative remedies, that the trial court erred in excluding evidence, and that the trial court erred in denying the City’s motion to modify the judgment and in partially denying its motion for judgment notwithstanding the verdict.
