Pursuant to General Statutes (Rev. to 1987) § 22a-42a (c), as amended by Public Acts 1987, No. 87-533, § 6,1 the plaintiffs, Ernest and Florine Caron, applied to the defendant Berlin inland wetlands and watercourses commission2 for a permit to place fill and to construct drainage systems and roadways for a proposed residential subdivision.
